To disable un-authorized use of camera follow these steps.

1. Write gpedit.msc in windows 10 search bar
2. In Computer Configuration click on Administrative Templates
3. Expand Windows Component
4. Click on App Privacy
5. Double Click “Let Windows apps access the camera
6. Click on Disable
7. Close the Window and again write in Windows 10 Search Bar “gpupdate /force” or restart your computer for the policy to take effect
